Dr Steven McCulloch is a veterinary surgeon and Senior Lecturer at the Centre for Animal Welfare, University of Winchester. In July 2021, he gave
oral evidence to the EFRACom Parliamentary Committee on the Sentience Bill. He has a PhD from the Royal Veterinary College, University of London, for his doctoral thesis ‘The British animal health and welfare policy process: accounting for the interests of sentient species’.
