Kevin Foster was first elected as Conservative MP for Torbay being reelected in 2019 with a majority of 17,749.
The constituency of Torbay contains the two coastal towns of Torquay and Paignton on the south Devon coast. A relatively compact constituency the seat is dominated by the tourism industry, and there is a notable seasonal feel to the local economy. The seat has a high retired population, and 62.5% of voters supported Brexit in the 2016 EU referendum.
Torbay is a long standing Liberal Democrat and Conservative marginal seat which regularly enjoys close contests. The seat was held by the Liberal Democrats between 1997 and 2015, before being won back by the Conservatives ever since.
- Kevin Foster MP was appointed Minister of State in the Department for Transport in September 2022. He was not reappointed to the government when Rishi Suank became prime minister in October 2022.
He previously served as the Parliamentary Under Secretary for Immigration and Future Borders between 2020 and 2022, having served as Under Secretary of State for Wales between 2019 and 2020, and as an assistant government whip in 2019.
Foster nominated Sajid Javid in the 2019 Conservative leadership election before transferring his support to Boris Johnson. Foster supported Remain in the 2016 EU referendum.
Kevin Foster was born in Plymouth in December 1978, and grew up in Devon. He worked in a TV rental shop in Torquay and Paignton during his youth.
Having studied law at Warwick University, he worked as a paralegal involved in criminal defence cases before being elected to Parliament.
Foster was previously elected as a councillor to Coventry City Council. He served briefly as the Deputy Leader of Coventry City Council.
