Budget responsibility and national audit act

Status of the bill: Enacted

Main purpose of the bill:

To make provision for a Charter for Budget Responsibility and for the Publication of Financial Statements and Budget Reports; to establish the Office for Budget Responsibility; to make provision about the Comptroller and Auditor General and to establish a body corporate called the National Audit Office; to amend Schedules 5 and 7 to the Government of Wales Act 2006 in relation to the Auditor General for Wales; and for connected purposes.

Main points of the bill:

Establishes the Office for Budget Responsibility on a statutory basis.

Provides for the Government's reforms to the fiscal framework, of which the Office for Budget Responsibility is a major part.

Modernises the governance arrangements for the National Audit Office.

Provides for the office of Comptroller and Auditor General (C&AG) to continue.

Amends Schedules 5 and 7 to the Government of Wales Act 2006 to confer legislative competence on the National Assembly for Wales in relation to the Auditor General for Wales.
