The monarch has opened parliament with the traditional Queen's Speech setting out Gordon Brown's first priorities as prime minister.

In a widely previewed speech, the Queen confirmed the government will introduce legislation to raise the education leaving age, protect children in care, promote affordable housing and reform embryology and fertility research.

The speech also revealed proposals to improve confidence in banking following the run on Northern Rock.

After talks on party funding reform broke down last week, the Queen's Speech also revealed the government plans to bring forward proposals to reform party funding.
