CCWales: Social worker removed from register in conduct hearing

A Care Council for Wales Conduct Committee met on 5 November 2007 in Cardiff to consider allegations of misconduct brought against registered social worker, Mr Paul Anthony Neill, who formerly worked in Merthyr Tydfil County Borough Council.

Following a brief hearing, the Committee decided to remove Mr Neill from the Social Care Register.

In coming to its decision, the Committee considered 17 charges relating to a conviction of making indecent photographs or pseudo-photographs of children. The Committee found the conviction did amount to misconduct.

The Chair of the Committee stated:

The Committee has decided that it is necessary to remove your name from the Register as you are not suitable for continued registration. The Committee feels that this is the only proportionate response to the misconduct admitted.

In reaching our decision we considered firstly the seriousness of the misconduct. We considered secondly the protection of the public, thirdly, the public interest in maintaining confidence in the social care workforce, and fourthly the issue of proportionality.
