In a three day Conduct Hearing taken place from 27 - 29 November 2007 in Swansea to consider allegations of misconduct brought against registered social worker, Ms Tracey Lee Wood, currently working in Neath Port Talbot County Borough Council, it was decided to admonish Ms Wood for a period of two years.
The Committee found Ms Wood guilty of misconduct in two of the three charges brought against her, relating to failures to follow policy and guidelines in relation to Child Protection matters.
The admonishment means that the Care Council for Wales Register will show that a direction has been made by a Conduct Committee. The admonishment will remain on the Register for two years. During this time, anyone who contacts the Care Council enquiring about Ms Wood’s registration will be told that she has an admonishment, whilst it is still active.
The Committee stated that the proved misconduct was in relation to the following aspects of the Code of Practice for Social Care Workers:
respecting and maintaining the dignity and privacy of service users;
communicating in an appropriate, open, accurate and straightforward way;
respecting confidential information and clearly explaining agency policies about confidentiality to service users and carers;
taking necessary steps to minimize the risks of service users from doing actual or potential harm to themselves or other people;
ensuring that relevant colleagues and agencies are informed about the outcomes and implications of risk assessments;
as a social care worker, you must uphold public trust and confidence in social care services;
meeting relevant standards of practice and working in a lawful, safe and effective way;
maintaining clear and accurate records as required by procedures established for your work;
seeking assistance from your employer or the appropriate authority if you do not feel able or adequately prepared to carry out any aspect of your work or you are not sure about how to proceed in a work matter.
The Committee took into consideration the following factors in coming to their decision:
the lack of further incidences;
excessive work load at the time;
acknowledgement that the registrant has learnt from her experience;
continued employment with Neath Port Talbot County Borough Council.
The Chair of the Committee stated:
The Conduct Committee wishes to stipulate that it is a very serious matter to be found guilty of misconduct. You must understand that the Care Council does not condone or excuse your actions and behaviour.
It is essential that the public have and continue to have confidence in the social care workforce. This Committee should be seen to be safeguarding this interest and the public in general from acts of misconduct by registrants.
