The Chamber comments on the draft Marine Navigation Bill

David Asprey, Head of Shipping Policy, UK Chamber of Shipping, said: “The Chamber welcomes the draft Bill’s aim to increase the already high safety standards for shipping using UK ports and coastal waters. The Bill contains some welcome proposals though others appear to give cause for concern.

“We welcome particularly the proposed updating of the eligibility for Pilotage Exemption Certificates; within the context of the Port Marine Safety Code this will make a positive contribution to safety by allowing vessels to carry more than just two experienced and qualified certificate-holders.

“On the other hand, we would wish to be sure that the proposals for extinguishing the powers of a harbour authority cannot be used as a device to close down a viable port in favour of property development.

“The Chamber will work closely with its members – as well as with the ports industry - to analyse the proposals to ensure Britain continues to enjoy safe and efficient ports and a sustainable coastal environment.”
