NHF: Federation updates governance guidance

The National Housing Federation has published a new edition of its popular book 'Governance... the small print', which provides housing associations with the tools they need to run effective boards.

Updated for the first time since 1998, the new publication provides a range of model governance documents, policies and procedures for all different types of housing associations to adapt in order that they maintain a sound governance strategy.

The new edition takes account of a number of changes to have taken place in the sector over the last ten years. The world of housing has become more competitive and riskier, and new frameworks for funding and regulation have been set up. Housing associations have become larger and more business-like, while retaining their essential social purpose.

Critically, the payment of board members has become an option that some, but not all, associations have chosen to take up. Meanwhile the selection process has become more rigorous, and many board members are now appraised in a similar way to staff.

All these changes have produced new policies and procedures, examples of which are included in the new 'Governance... the small print'.

Stephen Bull, head of membership and governance at the National Housing Federation, said: "At a time of change, intense competition, genuine risks and rising customer expectations, an effective board is not only vital for success, but also the main defence against failure.

"The best boards are made up of well-trained, thoroughly appraised people, bonded by a strong team ethic. Behind that, the housekeeping has to be excellent too - clear documentation and procedures that are fit for purpose and understood and implemented by staff.

"With the new edition of 'Governance... the small print', we aim to give housing associations the tools they need to ensure that their boards are fit for purpose."
