FDA welcomes appointment of new HM Revenue and Customs' chair

The FDA - the union for senior managers and professionals in the civil service - today welcomed the appointment of Mike Clasper as the new chair of HM Revenue and Customs (HMRC).

Terry Cook, President of the Association of Revenue and Customs (ARC) which represents FDA members in HMRC, said: "We welcome the appointment of Mike Clasper to this important role and look forward to working with him on the important issues facing the department.

"His appointment comes in advance of the appointment of the organisation's first chief executive, which is expected later this year.

"These are challenging times for HMRC, not least in continuing to restore the reputation of the department following the data loss at the end of 2007. HMRC is also required to fulfil tough compliance, customer service and financial objectives set by ministers.

"A further significant challenge facing HMRC and its chairman will be in relation to the tight public sector constraints on pay. ARC believes that a failure to deliver on pay in 2008 could have a significant impact on morale and lead to the loss of highly experienced staff to the private sector. Ultimately, this could negatively impact on the tax yield and would amount to a false economy.

"ARC members also believe that there is a strong case for increased resources for HMRC to counter tax evasion and avoidance in all its forms."
