MPs are split on whether to impose a new system of vehicle excise duty (VED) on British road users.
The Conservatives oppose the change, but some of their MPs seem unsure. Labour are in favour of the plans but the Treasury is increasingly hesitant about hitting car drivers with more tax as people struggle to make ends meet.
The government wants to increase the number of payment bands, with more polluting vehicles paying more and some less polluting vehicles paying nothing at all.
An environmental audit committee report early this week was met by resistance from three MPs who described plans as 'retrospective taxation'.
