Brown: Prisoners have responsibilities too

Gordon Brown said a "contract" with prisoners is needed before inmates' pay is increased.

The prime minister was explaining the government's decision to delay a planned increase in prisoner wages to £5.50 a week, which had been due for introduction from tomorrow.

"We are now debating a contract with prisoners so that they are better behaved, so there are rewards for example if there is drug treatment and it works. I think any debate on what prisoners receive in pay should be part of that new contract," he said on the Today programme.

"There should be rights but there should also be responsibilities and it is the responsibilities of prisoners."
