The government will accept all the recommendations to enhance protection for children from new technology risks.
A joint statement from schools secretary Ed Balls and culture secretary Andy Burnham said the government would "act immediately" following the publication of psychologist Tania Byron's report.
Mr Balls said the review showed the best ways to "manage risk in a fast-paced, fast-changing new media environment".
A new UK Council of Child Internet Safety will be created while changes to the ratings system for video games "will help parents… judge what is appropriate".
Mr Burnham described the review as a "landmark report" and said the government would now launch a consultation on how to help children enjoy the new technology.
"We want to empower young people and allow them to enjoy the educational, social and entertainment potential of the digital age," he said.
"Dr Byron has shown how direct engagement with children and parents can illuminate the issues and reveal the best ways of making a real difference to our lives."
