Are fat people personally responsible for their condition? Or is it the result of their environment, and the people around them as they grow up?

Andrew Lansley, shadow health secretary, addressed these issues head on today during a speech to the thinktank Reform.

It is the continuation of a line of argument started by party leader David Cameron in Glasgow last month where he called for people to take more responsibility for their choices.

The message coming from the Tories is a return to more traditional Conservative themes of personal responsibility and the limits of the state.
