The government will today publish its climate change bill and create a legal framework to cut carbon emissions.

The bill will say Britain must cut its carbon emissions by 60 per cent by 2050. Carbon budgets will be set every five years and set out the emissions that will be permitted over that period.

Ministers believe it will help guide the UK to become a low-carbon economy.

However, the Conservatives have called for annual targets to cut emissions and an independent body to monitor progress.

The Liberal Democrats have said a 60 per cent cut may not go far enough to tackle climate change.

The bill is published the day after both David Cameron and Gordon Brown made key note speeches on environmental policy as Labour and the Conservative battle to secure their green credentials.
