Red tape

Business secretary Vince Cable is announcing plans to subject ministers to a panel of business experts before they are allowed to introduce new red tape measures.
From September 1st, ministers will have to identify equivalent measures that can be removed before putting new measures in place in a 'one-in, one-out' system.
The regulatory policy committee will be given the power to challenge any new proposals before they are finalised.
Advisor to the previous government, Michael Gibbons, will chair the new quango which will oversee domestic legislation affecting businesses and the third sector.
