The Labour government had the wrong policy on prisoners, shadow justice secretary Sadiq Khan will admit today.
In a speech later today, Mr Khan will argue Labour did not take the right steps to rehabilitate prisoners or tackle reoffending.
He will say that despite being tough on crime, Labour did not do enough to alleviate the pressures on the prison population.
The comments come as a surprise as Labour was expected to attack justice secretary Ken Clarke's policy from the right.
Mr Clarke has pledged to decrease the prison population through sentencing reform and a "rehabilitation revolution".
