Pilot projects for the Conservatives' much-vaunted national service scheme will take place next year.
Despite budgetary pressure, the government will push ahead with plans to get children to do community work, outdoor activities and social projects.
The prime minister originally unveiled the plans in a press conference with actor Michael Caine during the election campaign.
About 10,000 teenagers are expected to take part in the pilots.
