Libya's new interim leaders have pledged to rebuild their country and ensure it is a place of tolerance and respect for the rule of law.

The Libyan national transitional council is headed by Mustafa Abdel Jalil, who spoke to assorted world leaders at a conference in Paris.

He promised a new constitution would be in place within 18 months and elections would be held.

Talks are continuing today behind closed doors on how best to spend the $15 billion of unfrozen Libyan funds.

The focus is expected to be on basic humanitarian provision such as medicine, food and water, but may also be used for security purposes.
