Kabul conference

The international community is looking for a way out of Afghanistan as leaders meet in Kabul for a major conference.
President Hamid Karzai is outlining plans for Afghan security forces to take control of military operations against the Taliban in all provinces by 2014, with the first transfers of power taking place as early as July 2011.
In return he wants to see the amount of foreign countries' aid money controlled by his administration increased from around 20% to 50%.
Foreign secretary William Hague and international development secretary Andrew Mitchell are attending the conference as they seek to put pressure on Mr Karzai to improve his government's economic management and efforts against corruption.
