Lord Browne's report on higher education funding sees its release today.
The report recommends removing the cap for tuition fees entirely, though it would see a levy imposed on universities charging more than £6,000.
The change is counterbalanced by dramatically raising the threshold at which graduates have to begin paying back student loans - from £15,000 to £21,000.
The report poses an enormous headache to Liberal Democrat MPs, all of whom signed a pledge not to vote for any increase in tuition fees.
Ed Miliband has attempted to woo potential Lib Dem rebels by supporting a graduate tax; the idea of Vince Cable's which was dropped by the government at the weekend.
Students groups and unions have reacted apoplectically to the report, which would see the introduction of free market elements to university education.
