Breast cancer rates have fallen in the UK, although mortality rates remain some of the worst in Europe.
The French research, conducted in 30 countries, showed a sharp fall of around a third in the UK rate.
Better care and speedier diagnosis have been credited with securing the drop, leading to triumphant comments from former Labour ministers.
The government said more progress was still needed.
