Defence secretary Liam Fox has reopened the debate about Britain's spending on international aid.

A leaked letter to prime minister David Cameron has revealed he does not support the policy to increase overseas development assistance to 0.7% of gross national income.

Britain has committed to achieve that level by 2013 and the coalition ringfenced international development funding in last year's comprehensive spending review to achieve that.

With the Ministry of Defence facing further cuts, Dr Fox's letter has called into question the government's approach yet again.
