Mallon: 'We will survive this'

Ray Mallon, mayor of Middlesbrough, the local authority deemed most vulnerable to the effects of spending cuts by an Experian report, argues that the city is well-placed to weather the spending review:
"Failing to plan is planning to fail. We were planning for this two and a half years ago.
"We will survive this because we have got the get up and go and the will to deal with what we have got in spite of a recession, in spite of an economic downturn, and that's very important."
